By definition, Countries are any factions recognised by the Archono Union or just us on this database as legitimate countries and not just very large groups. By this definition factions such as Stancorp and the Stone Empire are Countries/Governments, unlike groups such as Oppressed, Necronian Zombies, or Bloodlust.
